DSAMH (Delaware Health and Social Services, Division of Substance Abuse and Mental Health) adopted the Johns Hopkins “Principles for the Use of Funds From the Opioid Litigation” to govern the distribution of opioid impact fee resources. The Hopkins model includes five guiding principles to determine the most helpful way to support individuals in need of behavioral health services. These five principles are: (1) spend money to save lives, (2) use evidence to guide spending, (3) invest in youth prevention, (4) focus on racial equity and (5) develop a fair and transparent process for deciding where to spend the funding.
